Six Key Drivers

The following six key drivers (key themes) have been developed specifically for the Equality and Human Rights Mainstreaming Strategy. They were created through extensive engagement and consultation with officials from across Scottish Government, the wider public sector, and equality and human rights third sector organisations.

These drivers are intended as a practical and adaptable framework to support organisations in mainstreaming.

The drivers are designed to work together and, if applied thoughtfully, could help create lasting change in your organisation.

However, organisations should consider their own circumstances and needs when deciding how to use these six key drivers:

Understanding priorities and timeframes

Throughout this document, each proposed action includes a suggested priority level and timeframe to help you plan implementation:

Priority levels

  • High priority: Essential actions that form the foundation for equality and human rights mainstreaming.
  • Medium priority: Important actions that build on foundational work.
  • Low priority: Beneficial actions for advanced implementation.

Timeframes

  • Short (1-2 years): Actions that could be implemented relatively quickly.
  • Medium (2-5 years): Actions requiring more extensive planning and resources.
  • Ongoing: Actions that could continue throughout your mainstreaming journey.
